    Fluid in drive belt housing

Hoping someone can help me out. I have a bunch of black fluid inside my belt housing. It is causing my belt to slip. Is it from a wet clutch? There was also a small amount fabric in there. The belt itself seems to be fine. The fluid is what is causing the belt to slip. I cleaned everything up and it drove fine for a few miles and now it's slipping again. Any advice? TIA

What is the fluid like? Oily or watery?

My guess would be water, it will be black from belt dust.
